BGV A3 / DGUV Regulation 3

BGV A3 / DGUV Regulation 3 (Elektrische Anlagen und Betriebsmittel): Germany's core electrical safety regulation for workplaces. It defines who qualifies as an Elektrofachkraft (qualified electrician), establishes mandatory equipment testing cycles and requires the formal appointment of a vEFK. It is the legal foundation underlying DGUV 209-093.

From BGV A3 to DGUV Regulation 3

BGV A3 was the accident prevention regulation issued by the individual German trade associations (Berufsgenossenschaften). In 2014, the German Social Accident Insurance (DGUV) harmonised all such regulations under a unified numbering system. BGV A3 became DGUV Vorschrift 3 (DGUV Regulation 3). The content is substantively unchanged – most practitioners still use "BGV A3" as a shorthand.

DGUV 209-093 (HV vehicle qualifications) was developed within the framework established by DGUV Regulation 3. The connection is direct:

Do international OEM suppliers in Germany need to comply with BGV A3 / DGUV Regulation 3?
Yes. Any employer operating in Germany who employs people to carry out electrical work – including HV vehicle maintenance or development – is subject to DGUV Regulation 3 regardless of the company's country of origin. This includes international Tier 1 and Tier 2 suppliers with German operations.
