Fleet manager Fleet coordination, charge point management Fachkundig unterwiesene Person (FuP) 1S Recommended
Fleet maintenance staff Vehicle checks, charging cable replacement, basic maintenance Fachkundig unterwiesene Person (FuP) 1S Required
In-house workshop mechanic HV diagnostics, de-energising, component replacement Fachkundige Person Hochvolt (FHV) 2S Required
Roadside assistance staff Towing, first response to damaged EVs Fachkundig unterwiesene Person (FuP) 1S Required

Legal requirements for fleet operators

BetrSichV §12 – Mandatory instruction

The German Ordinance on Industrial Safety and Health (BetrSichV) §12 requires employers to instruct employees before first use of work equipment and at appropriate intervals thereafter. For electric vehicles in fleet operations this means verifiable HV qualification.

  • Instruction before first use of the electric vehicle
  • Repeated at appropriate intervals (annually recommended)
  • Written documentation of instruction

DGUV Information 209-093

DGUV Information 209-093 defines the qualification levels for working with high-voltage vehicles. For fleets with maintenance or repair tasks, the same obligations apply as for automotive workshops. Municipal fleets, logistics companies and delivery operators are equally affected.

  • Sensitisation (S/E) for all who handle EVs
  • FuP (1S) for maintenance and roadside assistance staff
  • FHV (2S) for all who work on HV systems

FAQ – HV training for fleet operators

For purely driving activities (starting, driving, charging the vehicle) no formal HV qualification is required under DGUV 209-093. However, DGUV recommends sensitisation training (Level S/E) for all persons who regularly work with electric vehicles. For tasks such as charging system maintenance, handling damaged vehicles or roadside assistance, at least Level 1S (FuP) is required.
Level S/E (Sensibilisierte Person – sensitised person) is the entry-level qualification per DGUV 209-093. It takes approximately 2 teaching units (around 1.5 hours) and conveys basic knowledge about the hazards of HV systems, correct behaviour in emergencies and safety distances. It is the minimum requirement for anyone who comes into professional contact with electric vehicles – even without direct technical tasks.
Yes – PHEVs (plug-in hybrids) are covered by DGUV Information 209-093 just like BEVs (pure electric vehicles), provided their HV voltage exceeds 60 V DC. This is the case for all common PHEV models. Mild hybrids (48 V) generally fall outside this scope but can also be included in training on request.
Yes – for fleet operators with multiple locations we offer cross-site training programmes. We can train at different sites or bring all staff together centrally. For larger groups we prepare a tailored framework with fixed pricing. Please contact us.
