Which levels can be online – which require attendance?
Online possible
- Annual instruction (fully)
- Level S/E – theory & awareness
- Level 1S/1E – theory components
- Blended: theory part of Level 2S/2E
Attendance required
- Level 2S/2E: practical work + final exam
- Level 3S/3E: fully in-person (incl. theory)
- Initial Level 2S+ qualification always requires in-person exam
What does the DGUV say exactly?
The DGUV FAQ on Electric Mobility (October 2025, Chapter 4.17) states: theoretical content may be delivered via e-learning or video conference. The crucial requirement is that practical competence – the ability to work safely on a real high-voltage vehicle – must be demonstrated in person.
For Levels 3S and 3E (work under voltage), the DGUV generally recommends fully in-person delivery for all components, given the particularly high safety requirements.
Blended learning: the practical model for companies
Many companies use a blended learning model: theory is delivered online or via webinar (time-flexible, no travel), followed by a compact in-person day for practical work and examination. This significantly reduces downtime.
- Online theory: electrical engineering fundamentals, standards, DGUV regulations, vehicle systems
- In-person day: PPE briefing, practical exercises, proving dead procedure, final examination
- Documentation: learning progress and attendance must be traceable and recorded
- Certificate: issued after passing the in-person exam – identical to a fully in-person course
What applies to annual instruction?
Annual instruction under § 6 ArbSchG can be delivered fully as e-learning. Requirements: the content must be current (new vehicle types, updated standards), and participation must be documented with date and signature. There is no in-person attendance requirement.

May HV training be delivered as e-learning?
For theory – yes. For practical exams at Level 2S and above – no. DGUV FAQ 4.17 permits e-learning for theoretical content. Practical work and the final examination require in-person attendance at a real vehicle.
Can annual instruction be done online?
Yes, fully. Annual instruction under § 6 ArbSchG may be delivered as e-learning or webinar, provided that content, attendance, and date are documented.
What must be documented in a blended learning model?
Learning progress and attendance during the online phase must be traceable and documented. The in-person examination is documented separately. The resulting certificate is identical to that of a fully in-person course.
