DGUV Information 209-093

DGUV Information 209-093: The primary German occupational safety publication defining the qualification requirements for all persons working on high-voltage vehicle systems. Published by the DGUV (German Social Accident Insurance), it specifies six qualification levels, training content, instructor requirements and mandatory renewal intervals. Compliance is legally required under BetrSichV and ArbSchG.

What Does DGUV 209-093 Regulate?

DGUV Information 209-093 "Qualification for Work on Vehicles with High-Voltage Systems" is not a statute, but a recognised code of practice. Courts and labour inspectorates use it as the authoritative standard for assessing whether an employer has fulfilled their duty of care when assigning HV work.

It defines:

  • Which personnel may work on HV vehicles, and at what qualification level
  • What training content is required for each level
  • What qualifications HV instructors must hold
  • At what intervals qualifications must be refreshed
  • What documentation employers must maintain
  • The distinction between series vehicles (S) and development/prototype vehicles (E)

All Six Qualification Levels

DGUV 209-093 defines two qualification pathways – Fachkundig unterwiesene Person (FuP) and Fachkundige Person Hochvolt (FHV) – each for series vehicles (S) and development vehicles (E). Training hours are teaching units (UE) of 45 minutes each:

Level Title Duration Permitted Activities
S / E Sensibilisierte Person 2–4 UE HV hazard awareness only – no HV work permitted
1S / 1E Fachkundig unterwiesene Person (FuP) ≥ 2 UE Auxiliary HV tasks under FHV supervision; annual renewal required
2S / 2E Fachkundige Person Hochvolt (FHV) 16–80 UE (S) / 24–100 UE (E) Independent de-energisation and voltage-free HV work
3S / 3E FHV – Live Work (AuS) ≥ 24 UE (add-on to 2S/2E) Fault finding and diagnostics under active HV voltage

Who Does DGUV 209-093 Apply To?

The standard applies to all employers and employees who work on, or in the vicinity of, vehicles with high-voltage systems (DC above 60 V or AC above 25 V), including:

  • Automotive repair workshops and dealerships
  • OEM assembly plants and production facilities
  • Tier-1 and tier-2 automotive suppliers
  • Prototype and development departments
  • Vehicle recycling and end-of-life treatment companies
  • Breakdown and recovery services
  • Fire brigades (accident response)
Note: DGUV 209-093 is a German standard. It applies to all HV vehicle work performed within Germany, regardless of the vehicle's origin or the employer's home country. International companies operating German sites are fully subject to this requirement.

Qualification Renewal Intervals

The validity of HV qualifications under DGUV 209-093 is not unlimited. The following intervals apply as guidelines:

Refresher course – at the latest after 3 years
To ensure knowledge and practical skills remain current
Re-qualification after 12 months without HV contact
Anyone who has not worked on HV systems for over a year must renew their qualification
Annual safety briefing
Recommended by most Berufsgenossenschaften – supplements the main qualification and keeps safety-relevant content up to date
Annual Briefing Course
After significant technology changes
New vehicle generations (e.g. 800 V systems) may require supplementary training
Employer obligation: Under BetrSichV and ArbSchG, employers must ensure all HV personnel are qualified under DGUV 209-093 and that records are kept without gaps. In the event of a workplace accident without valid qualification, employers face personal liability – both criminal and civil.
